Owners of a Somerset County elevator repair company Wednesday protested a decision by the city Housing Authority to make a deal with a competitor that offered a pricier proposal.
Eastern Elevator Service & Sales Co. of Windber was the Housing Authority's exclusive elevator repair contractor from 2003 until September, when the authority's board of directors voted to award a three-year contract to Industrial Commercial Elevator of Cecil.
Eastern Elevator submitted a bid of $399,707 with a possible two-year extension. Industrial's bid was $440,288, which is about 10 percent higher.
"We're the lowest responsible bidder, and we should have been awarded the contract," said Tim Leventry, a Johnstown attorney representing Eastern Elevator. "It's a significant amount of money."
Michelle Jackson, an authority spokeswoman, said Eastern Elevator's proposal was incomplete because it failed to explain whether the company would hire a low-income Housing Authority resident or minority- and female-owned subcontractors.
Bidders must promise to make efforts to hire Housing Authority residents and subcontractors either owned by minorities or women under what's commonly called "Section 3" of the Department of Housing and Urban Development Act of 1968. The department funds much of the authority's budget. The authority houses about 20,000 Pittsburghers.
Berkey said Housing Authority officials have made no complaints about his company's service in the past seven years.
